Bot Governance Rules
- Bots may only draw from assets with approval_status = approved
- Bots cannot access rejected, archived, or pending_review assets
- Bots cannot access raw customer data or external content
- Bots cannot generate claims outside approved book knowledge
- Bots may create variations only when allowed_bot_use permits
- All bot-generated variations must go to Human Review before external use
- Every bot use of an approved asset creates an audit event
- If no approved asset exists, bots create a draft and route to human review
